The objective of the project was to develop a manual focusing on implementation models and financing solutions for scaling up large energy-efficient street lighting programs in cities and municipalities in India. Under the project, IIEC assisted in the planning, execution, and documentation of the Global Conference on EE Street Lighting held in New Delhi in May 2014. The project team worked in close collaboration with the Energy Efficiency Services Ltd (EESL) and key Urban Local Bodies. Working with EESL, IIEC also organized and conducted a study tour in South Korea and Thailand for key Urban Local Bodies to showcase energy efficient street lighting activities in these countries. The trip provided an opportunity for direct information exchange between the municipal heads from India and their counterparts in South Korea and Thailand.
The activities of the project were geared towards helping the Indian municipalities realize the potential of LEDs and other energy efficient street lighting technologies together with implementation models, to save energy and reduce their energy costs and greenhouse gas emissions.
IIEC was tasked to 1) Preparation of the Project Inception report; 2) Review and analysis of components of EE street lighting, standards relevant to street lighting, lamp technologies etc.;3) Study of different implementation models for EE street lighting – PPP models, Municipal borrowing and other financing instruments; 4) Detailed procedure for investment grade energy audit for EE street lighting project; 5) Developed guidelines on procurement and contracting procedures, M&V procedures; 6) Developed tools and matrix for financial & economic analysis, project appraisal, vendor qualification for EE street lighting projects; 7) Guidance on designing capacity building programs; 8) Researched and developed case studies on EE street lighting projects in India and internationally; 9) Drafted a manual incorporating above contents for implementation of energy efficient street lighting projects; 10) Organized and conducted a study tour for key Indian ULB heads to South Korea and Thailand to facilitate information exchange on EE Street lighting activities internationally. Identified relevant projects and agencies in South Korea and Thailand, coordinated with the agencies and managed trip logistics. Led the Indian delegation and facilitated interactions; and 11) Assisted EESL in planning and coordinating the Global Conference on Street Lighting. Prepared and disseminated conference proceedings.
