Jordan Energy Sector Capacity Building (ESCB) (2016 - 2017)

The project aims to provide capacity building and technical assistance in support of implementing the instructions regarding compulsory energy audits for all facilities consuming more than 50 tons of oil equivalent (toe). The project also supports the Ministry of Energy and Mineral Resources in justifying the policy (Bylaw 73) on mandatory energy audits for the largest energy consumers and developing new approaches to enlist the support of the private sector regarding this policy.

IIEC was tasked to 1) Appraise the background, results-to-date and current status of implementing Bylaw No.73 regarding compulsory energy audits for large energy consumers; 2) Review international experience with policies requiring compulsory energy audits for large consumers, and identify “lessons learned” which are applicable to Jordan; 3) Develop a methodology for determining who is covered by compulsory energy audit requirements contained in Bylaw (73), and data required to make this determination; 4) Review the existing Bylaw (73) regarding mandatory energy audits (Articles 2, 3, 4 and 5), especially the reasonableness of the definition of a “large energy consumer”, and suggest improvements or revisions; 5) Design and develop a database for the facilities covered by the compulsory energy audit requirements of Bylaw (73); 6) Consider and recommend additional and complementary policies to support large consumers in complying with the mandatory energy audit requirements of Bylaw (73); 7) Develop proposed Implementation Instructions and Requirements; 8) Assist MEMR and other stakeholders to acquire the technical and management capabilities needed to implement the new instructions.
