An Approach to Mainstream Energy Efficiency in Thai Municipalities
IIEC organized a National Workshop in Bangkok in February 2012 to discuss viable approaches to mainstream energy efficiency in Thai municipalities and Local Government Administrations (LGAs). The workshop was a part of the Mainstreaming Energy Efficiency Measures in Thai Municipalities Project (MEET), funded by the Asian Development Bank (ADB).
The MEET Project was designed to improve Thailand’s energy security and reduce greenhouse gas emissions by supporting the Provincial Electricity Authority (PEA) in promoting energy efficiency initiatives in Thai municipalities.
The workshop was attended by more than 80 representatives from Thai Municipalities, government agencies, academic institutions, consultants, and Energy Service Companies (ESCOs). Based on the discussions, it was clear that most municipalities are interested in implementing energy efficiency measures, depending on budget available. The key challenges are: securing financing, and limited knowledge from municipal staff on successful energy efficiency projects. The project findings indicate that the sale of carbon credits through the Clean Development Mechanism (CDM) could be a viable option for external funding and therefore improve financial viability of EE investments in Thai municipalities.
