Arturo M. Zabala, Country Manager and Senior Energy Efficiency Specialist
Engr. Arturo M. Zabala is a licensed Professional Electrical Engineer in the Philippines and currently serves as the Country Manager and Senior Energy Efficiency Specialist at the International Institute for Energy Conservation (IIEC). He brings extensive experience in energy efficiency and conservation, energy management, demand-side management, and the development of standards and labeling for appliances and lighting systems.
He has contributed technical expertise to major international projects, including the DOE-ADB Philippine Energy Efficiency Project (PEEP) and the UNDP-GEF Philippine Efficient Lighting Market Transformation Project (PELMATP). He also served as a consultant for The World Bank on energy efficiency and street lighting initiatives.
With 18 years of experience at the Department of Energy’s Lighting and Appliance Testing Laboratory, he played a key role in performance testing and the development of energy efficiency standards and labeling requirements. He has received international training and has presented technical papers at various global forums.
