Demand-Side Energy Efficiency Investment Project (2016 - 2017)
The project aims to support demand-side energy efficiency investments in several Indian states. IIEC was responsible in the assessment of the performance of Energy Efficiency Services Limited (EESL)’s existing portfolio, the potential to achieve the desired results through the projects planned under the ADB investment, and the scope for refining the project process.
Specifically, IIEC assessed the sector development plan, the institutional capacity to implement the plan, and the policy environment to support the plan and its adequacy to meet the priority development needs of the sector. EESL’s current portfolio at that time was subjected to evaluation of its actual performance against projected gains and potential for scaling within each of the business lines of their ESCO operations, including readiness and sustainability vis-à-vis the proposed use of ADB loan. IIEC also evaluated EESL’s current project due to the diligence process with respect to baseline estimation, approach to estimating energy savings, and ensuring effective use and efficiency gains during the project period. A monitoring and evaluation framework was developed to help EESL track subprojects and report performance indicators.
