IIEC was contracted to design and develop the ASEAN Climate Change Action Database (ACCAD) system for the United Nations Environment Programme (UNEP), as part of the activities of the Southeast Asia Network of Climate Change (SEAN-CC) and its focal points. ACCAD is aimed at supporting the Integrated Analysis and Development of Framework Policies for Low Emissions and Climate Change Resilient Development in the region including facilitating facilitate and supporting the key stakeholders in making sound policy, technology and investment choices that lead to a reduction in greenhouse gases emissions; and potential co-benefits by sharing the necessary information on resource potentials pertaining to CC actions in ASEAN. ACCAD was designed to compile information pertaining to CC actions, including but not limited to, legislative and/or regulatory frameworks, the status of CC action projects, outcomes, and impacts, with highly relevant resource projects, case studies, best practices, and tools in the ASEAN region.

The project is part of the partnership between the Asian Development Bank (ADB) and the United Nations Environment Programme (UNEP) with funding from the Global Environment Facility (GEF) and co-funding from the governments of Japan, the Republic of Korea, Denmark, and Finland, and VITO-Flemish Institute for Technological Research NV, to pilot a climate technology finance center in Manila, managed by ADB, and a climate technology network secretariat in Bangkok, managed by UNEP. These pilot institutions directly address key barriers to climate technology transfer and deployment in Asia and the Pacific.
The objectives of this project were: (1) to establish a web-based tradeshow/platform for businesses that offer energy efficiency technologies, products, and services to customers and (2) to create an information/knowledge library containing energy efficiency technologies for processes, energy efficiency products and services and successful energy-efficiency investment case studies.
