RfP#12 - Assessment of Street Lighting National Program (SLNP): Lessons learned and Future Prospects (Deadline 16 April 2026)

Under the GEF-6 Cycle, the Global Environment Facility (GEF) is supporting Energy Efficiency Services Limited (EESL), for the execution of the “Creating and Sustaining Markets for Energy Efficiency” Project. UNEP is the implementing agency for this project and EESL is the ‘executing agency’. This GEF project aims to reduce greenhouse gas (GHG) emissions through energy efficiency through scaling up and new technology applications. Since the start of 2024, the International Institute for Energy Conservation (IIEC) has been assisting EESL as a technical executing agency in the execution of the tasks under the GEF-6 project.

IIEC is seeking to engage a qualified professional agency for 1)Review of existing Street Lighting National Program (SLNP) and its current business model; 2) Development of new business and 􀏐inancial models, options for alternative payment security mechanism, market opportunities for Lighting as a service (LaaS) solution; 3) Conduct a structured evaluation of new and advanced street lighting technologies, focusing on systems with individual and group lamp-level control and monitoring and other value-added services such as security surveillance etc.; 4) Assess the performance of selected technologies in terms of energy efficiency, reliability, scalability, and user experience (urban, semi-urban, gram panchayats); 5) Generate actionable insights to support EESL in re􀏐ining its strategy for broader deployment under the Street Lighting National Program; and 6) Identify best practices and optimize system design based on pilot outcomes and customer (ULBs) feedback.
